The square building housed steam driven ventilation fans for the Mersey Railway. The chimney behind was for the boiler house.

I thought it looked like one of the tunnel ventilation shafts but it didn't add up where it was Cheers Chris

The Mersey Railway ran under Hamilton St. between Central and Hamilton Square.
