depends where it is exactly....
May be a harmless dye thrown away by a chemica company or something along those lines.
Having just seen the vid, I recognise the chemical works to the left of the google map, so thatll be the culprit. Also, with the steam coming from the water as it flows, im guesig its been heat treated or something

may be a planned "spillage", as it looks like it has a channel designed to carry it away. I know that near Trac Mon aka Anglesey Race track, there is a sewage Outlet, and where it meets the sea, it creates a lot of foam. Wouldnt want to get that in your face
