To me it looks like a jacket/ coat ie waterproof type
left by someone from the company sent to "inspect" the outfall?

People use a chemical to extract the 'red' from 'red diesel' and dump the rest down the drains. Probably that.

Technically it is definitely NOT easy to remove the red from fuel - distillation is really the only method and that is way beyond most folk.
I have no doubt there are "other ways" but they will not be any easier.
