i find between Seacombe ferry and New Brighton a good walk and lovely view, you will also see the Black Pearl too.

It depends. From a photographers perspective, the best place, especially at night is the end of pacific in road in Birkenhead as thats the closest to being opposite the Liver buildings you can get without the jetty for the ferry in the way.
