Recon its gotta be something different to the Civic - after all, its the same sort of car as the 206, smallish FWD hot hatch - youd end up with 2 similar cars.
Id go for something with a smile factor, meaning for me it would have to be RWD, what about finding a decent mk1/2 escort shell and fitting a 2.0 16V Vauxhall lump?

Would you buy an accident damaged car then get it all fixed up with a nice powerful engine?

If you go ahead with the 206 - what about a Cossie motor and 4x4 conversion Seen it done on a rally car that was testing at Oulton park, basically, you get an escort Cossie, and cut the floor off, do the same to the pug! Then you weld the pug shell to the Escort Floor - minimal chopping needed as the cars are apparently quite similar - 4x4 206 / Cossie hybrid and this is apparently the easiest way to do it
