Like many other I received an invitation in a leaflet from the Council to 'have my say' on their proposals for roads where a 20mph speed limit would apply. Attached to it was a list of the roads where they were proposing the new limit should apply. Some of them were a little strange.
One was the Rock Ferry Bypass. This is a dual carriageway fenced off from public access and currently has an 'average speed' limit of 50 on it. I really cannot see this stretch of road working well at 20.
The Esplanade in New Ferry was another. This is actually a footpath not a road and is unadopted. Some Amazon delivery men sprint along it at a fair old lick, but few exceed 20 anyway.
Can you be fined for running at over 20mph anyway?.

The Motor Vehicles (Approval) Regulations 2001 gives no speedometer accuracy requirement for speeds less than 25MPH so effectively you can't be prosecuted for travelling less than 25MPH
I think the most ludicrous 20MPH road on Wirral at the moment is Riverbank Road, Bromborough. This is a primarily a commercial transport road with an extremely low number of pedestrians. The only reason it is 20MPH is because its is part of the "Wirral Circular Trail".
Wirral has been prosecuting for 20MPH limits, specifically on one road, I've forgotten which one, I think it was in Wallasey but not sure.
Some of the speed change locations are unexplainable, eg half way down a shopping area.
Some of the signage is ridiculous, one sign is behind the trunk of a tree (Seabank Road), many are on the left hand side of corners outside the drivers normal range of vision.
I find myself hugely distracted wondering what the speed limit is and what the tailgater behind me is going to do next.
The justification for this just doesn't stack up, when you look st the number of fatal or major injury accidents on 30MPH roads then take away those where drivers are ignoring the speed limits or where alcohol or drugs were a factor you are left with an extremely small number of cases where the change in speed limit would apply.
